Event Delivery Skip

Platform operator gives up on one failed delivery so the consumer receives the events after it. The delivery is never reported as confirmed; the consumer must reconcile the skipped object through Control's read APIs. Only a delivery that has used up its attempts can be released; anything else returns EVENT_DELIVERY_NOT_FAILED. The reason is recorded in the audit log.
