Support Grant Close

Ends a support grant when the task is done, without waiting for it to expire. Closing goes through hard invalidation: the staff member's contexts in that scope are marked stale and the cached snapshot dropped in the same chain. Closing the same grant twice returns the record with its original closed_at and close_reason; a reason supplied by a repeated call is ignored because no second close or audit fact occurred, and nothing is queued again. A grant that already expired is returned as it is. The grant record is kept: the issue, the use and the close are all audit entries and are what a compliance report is built from.
