Person Channel Identity Bind

MANAGE_PEOPLE and an active target membership are required. Adds an unverified identity without replacing another; active addresses are globally unique. Existing same-person binding is unchanged. New binding advances the person's binding_version, one value shared by every tenant, and queues soft invalidation. Replay returns the exact original result. Phone storage uses E.164 with plus, WhatsApp digits omit plus, emails are lowercase.
