Tenant Create

Platform service creates a provisioning tenant. subdomain is a full registered hostname, not a prefix. administrator_person_id names the first tenant administrator, an active customer or, for the platform tenant only, staff (otherwise IDENTITY_STATE_INVALID): in the same transaction that person becomes a member and receives Control's tenant-administrator role; they can act once the tenant is active. Idempotent retries return the same tenant.
