Event Delivery Retry

Platform operator puts one failed delivery of an event to one consumer back in line with its attempts cleared, after the consumer's fault is fixed. Only a delivery that has used up its attempts can be released; anything else returns EVENT_DELIVERY_NOT_FAILED. The reason is recorded in the audit log.
