Person Set Status

Platform caller disables or re-enables a person globally. Disabling advances the security epoch and ends every login in the same transaction; memberships, roles and addresses are kept. A change publishes person.status_changed. Tenant administrators cannot call this: leaving one tenant is membership.revoke.
