Person Resolve

Messaging resolves all active channel bindings of an active person, optionally filtered by channel_type. Unverified addresses are included and can receive notifications; verified_at is null until verified. Disabled persons return no addresses; an unknown person returns PERSON_NOT_FOUND. Control selects credential delivery addresses: SETUP accepts unverified and inbound-verified bindings, while other credential actions require self_completed verification. Cache by person and invalidate on channel/person changes.
